The fix sets up RTSB line before initializing the first SIO port. This was accomplished by reversing the order of initialization of the four SIO ports. So now port 3 (SIO 1 ch B) is set up first, then port 2 (SIO 1 ch A), port + (SIO 0 ch B) and port 0 (SIO 0 ch A). This fix avoids receiving garbage on a port before being in internal loopback mode.
